Abstract
Ved kommunalreformen i 2007 fik de danske kommuner hovedansvaret for den overordnede beskyttelse af natur og biodiversitet, forstået som mangfoldigheden af arter, gener og levesteder. Indsatsen formes dels af lovgivning og den naturpolitiske udvikling, men også af kommunernes ambitionsniveau og villighed til at handle frivilligt, fordi beskyttelsen af biodiversitet ikke er direkte reguleret af den gældende lovgivning. Derfor er kommunernes naturpolitiske initiativer afgørende for at sikre fremtidens biodiversitet. Flere kommuner har anerkendt deres ansvar og tilsluttet sig Countdown 2010, et initiativ, der fulgte op på 2010-biodiversitetsmålene og sluttede i 2010. Arbejdet stopper dog ikke her; som samfund er vi fortsat forpligtet til at beskytte biodiversiteten. Specialet vurderer, gennem en artikel og en baggrundsrapport, kommunernes naturpolitiske initiativer. Samtidig belyses EU’s indflydelse på den naturpolitiske udvikling og kommunernes rolle i implementeringen af naturbeskyttelsen, da begge forhold påvirker kommunernes valg af indsatser.
The 2007 municipal reform gave Danish municipalities the main responsibility for the overall protection of nature and biodiversity, understood as the diversity of species, genes, and habitats. This work is shaped by legislation and nature policy trends, but also by each municipality’s ambition and willingness to take voluntary action, because the protection of biodiversity is not directly regulated by current law. Municipal nature policy initiatives therefore play a crucial role in safeguarding future biodiversity. Several municipalities have acknowledged this responsibility by joining Countdown 2010, an initiative that supported the 2010 biodiversity targets and ended in 2010. The task is ongoing; as a society, we remain committed to protecting biodiversity. Through an article and a background report, this thesis assesses municipalities’ nature policy initiatives. It also examines the EU’s influence on nature policy and the municipalities’ role in implementing nature protection, since both factors shape local choices of initiatives.
