Specialet evaluerer den praktiske anvendelse af visitationsværktøjskassen i Projekt Aktiv Afklaring i Slagelse Kommune med fokus på balancegangen mellem metodestyring og dokumentation på den ene side og støtte og fagligt skøn på den anden i frontlinjen. Med udgangspunkt i en virkningsevaluering forankret i programteori og kritisk realisme, og baseret på kvalitativt empirisk materiale fra visitationsteamet, rekonstrueres programmets forventede kausale sammenhænge og afprøves i praksis. På baggrund af en beskæftigelsespolitik præget af New Public Management og standardisering var værktøjskassen – fire procesværktøjer, der strukturerer arbejdet – tiltænkt at understøtte sagsbehandlernes faglige vurderinger. Analysen viser, at implementeringen i Slagelse gav for lidt handlerum til autonomi og fagligt skøn, hvilket bidrog til marginalisering af de svageste ledige, manglende målrettede indsatser, creaming og omfattende tidskrævende dokumentation. Den udbredte standardisering indebærer risiko for deprofessionalisering og automatisering af opgaveløsningen. Specialet konkluderer, at den administrative ledelse bør skabe plads til autonomi og faglige vurderinger i anvendelsen af værktøjskassen og fremsætter anbefalinger til brugen i Slagelse og mere generelt.
This thesis evaluates the practical use of the visitation toolbox in Project Active Clarification in Slagelse Municipality, examining the balance between method control and documentation on the one hand and support and professional judgment on the other at the frontline. Using a realist effect evaluation grounded in program theory and critical realism, and drawing on qualitative empirical material from the visitation team, the study reconstructs expected causal mechanisms and tests them in practice. Against the backdrop of an employment policy shaped by New Public Management and standardization, the toolbox—four process tools designed to structure work—was intended to support street-level professionals’ judgments. Findings indicate that implementation in Slagelse allowed too little room for autonomy and professional discretion, contributing to marginalization of the weakest unemployed, a lack of goal-oriented efforts, creaming, and extensive time-consuming documentation. The resulting standardization risks de-professionalization and automation of task execution. The thesis concludes that administrative management should create space for autonomy and professional judgment in using the toolbox and offers recommendations for Slagelse and for broader application.
