Specialet undersøger, hvordan empowerment, ressourcebaseret lokalsamfundsudvikling og social kapital præger boligsociale indsatser i udsatte boligområder, hvor målet er at styrke frivillig deltagelse, foreninger og uformelle netværk blandt beboere. På den baggrund diskuteres centrale udfordringer ved deltagelsesstrategier: risiko for eksklusion, forestillingen om det lokale fællesskab som naturlig ramme, naboskabets sårbare relationer og den komplekse brug af stærke og svage bånd. Empirisk bygger specialet på en kvalitativ caseanalyse af helhedsplanen i det almene boligområde Gadehavegård i Høje Taastrup, baseret på interviews med nøgleaktører, officielle dokumenter samt et beboerinterviewstudie gennemført af projektets medarbejdere. Analysen peger på behovet for en mere nuanceret, kvalitativ forståelse af, hvordan deltagelse i lokale fællesskaber, individuel empowerment og social kapital kan omsættes til langsigtet, positiv udvikling af boligområder. Deltagelses- og kapacitetsopbygning kan fungere som en strategi for aktivt (kommunitaristisk) medborgerskab, men er ikke værdineutral og kan rumme top-down skabte bottom-up-processer. Specialet argumenterer for at styrke forbindelsen mellem individuel handlekraft og institutionel forankring gennem tættere samspil mellem projektindsatser og ordinære velfærdsinstitutioner samt for at være opmærksom på, at lokale deltagelsesformer kan udelukke beboere med mindre social kapital.
This thesis examines how empowerment, asset-based community development and social capital shape housing-based community regeneration in disadvantaged areas, where initiatives seek to strengthen voluntary participation, local associations and informal ties among residents. It highlights key challenges of participatory strategies: risks of exclusion, the sentimental idea of the local community as a natural arena for engagement, the vulnerability of neighbour relations, and the complex use of strong and weak ties. Empirically, the study presents a qualitative case analysis of the community program in the low-income housing area Gadehavegård in Høje Taastrup, drawing on interviews with key informants, official documents and a resident interview study conducted by program staff. The analysis points to the need for a more nuanced, qualitative understanding of how participation, individual empowerment and social capital can be translated into positive, long-term development. Participation and capacity building can operate as a strategy of active (communitarian) citizenship, but are not neutral and may involve top-down-created bottom-up processes. The thesis argues for strengthening the link between individual capacity and institutional anchoring through closer collaboration between project initiatives and mainstream services, and for paying attention to the possible excluding effects on residents with limited social capital.
