Abstract
Dette speciale undersøger, hvordan EU’s plan om et fælles telemarked påvirker teleselskaberne. EU’s to centrale mål er at afskaffe roaminggebyrer mellem medlemslande og indføre en fælles politik for netneutralitet. Samtidig udfordrer OTT-tjenester (over-the-top) som internetbaserede besked- og opkaldstjenester de traditionelle forretningsmodeller. Specialet ser nærmere på konkrete spørgsmål inden for netneutralitet og international roaming, herunder zero-rating (når data til bestemte tjenester ikke tæller med i forbruget), engros- og detailpriser samt effekten af eurotaksten (EU’s prisloft for roaming). Fokus er især på SMS- og talemarkederne, som både EU-regulering og OTT-udbydere har størst indflydelse på. Med udgangspunkt i teknologiske og markedsmæssige ændringer samt indførelsen af roaming-prislofter analyserer specialet de vigtigste udfordringer for traditionelle teleselskaber, hvilke strategiske tiltag de tager, og hvordan disse valg både formes af og påvirker EU’s regulering.
This thesis examines how the European Union’s push for a single telecommunications market affects telecom operators. The EU’s two main goals are ending roaming charges within member states and adopting a common net neutrality policy. At the same time, OTT (over-the-top) services—internet-based apps for messaging and calling—are challenging traditional business models. The thesis explores specific issues within net neutrality and international roaming, including zero-rating (when data from selected services does not count against allowances), wholesale and retail pricing, and the impact of the EU’s eurotariff price caps. The analysis focuses on SMS and voice markets, where both EU regulation and OTT providers exert the greatest pressure. Considering technological and market shifts and the introduction of roaming price caps, the thesis identifies the key challenges facing traditional telecom operators, the strategies they adopt, and how these choices both shape and are shaped by EU-level regulation.
