Abstract

This paper examines the current prevention network and measures against fraud, where vishing serves as the modus operandi in a Danish context and explores the opportunities to further strengthen these preventative measures. Using an abductive approach, the study investigates the prevention network through an interplay between theory and empirical findings. By applying Actor-Network Theory, the paper initially identifies actors within the Danish prevention network and their current implemented preventative measures. The empirical basis of the study consists of semi structured expert interviews with representatives from selected actors within the network and various supporting documents. The study has uncovered a complex and diverse network of actors that continually expands due to the nature of vishing as a social engineering strategy, often combined with other strategies such as smishing, phishing, spoofing, and persuasive narratives, rendering the crime perpetually adaptable. The study identifies 22 preventative measures implemented by the selected actors before, during, and after vishing attacks are carried out. By utilizing Routine Activity Theory the paper finds that the majority of the implemented measures aim to protect vulnerable targets through information dissemination or enhancing capable guardians’ competences to thwart vishing attempts. Through Bjørgo's comprehensive prevention model, the analysis finds that the current preventative measures primarily activate mechanisms for ‘Protecting vulnerable targets’ and ‘Disrupting criminal acts’ which can ‘Reduce harmful consequences’, ‘Incapacitate perpetrators’, and ‘Reduce the rewards from criminal acts’. Finally, the paper explores how the current preventative mechanisms can be expanded and further strengthened through enhanced opportunities for data sharing, involvement of relevant stakeholders to impose shared responsibility for averting vishing attempts, and political prioritization of police investigative resources.
