Abstract
Specialet undersøger, hvordan tværkommunal planlægning kan understøtte implementeringen af Aftale om et Grønt Danmark, der stiller nye krav til arealomlægning, klimahensyn og biodiversitet gennem 23 lokale treparter. Med en kvalitativ, eksplorativ tilgang forankret i kritisk realisme kombinerer specialet casestudier og semistrukturerede interviews med nøglepersoner fra Limfjordsrådet, Coast to Coast Climate Challenge og Plan22+ for at belyse forskellige organisatoriske modeller og planlægningsgreb. Teoretisk inddrages begreberne soft spaces og fuzzy borders samt relaterede perspektiver som hybrid governance, institutionalisering og penumbrale planlægningsrum for at forstå, hvordan fleksible og uformelle samarbejdsarenaer kan supplere de formelle systemer. Analysen peger på, at tillid, kontinuitet og fælles organisatorisk støtte (fx fælles sekretariat), tidlig politisk involvering, tværsektoriel helhedstænkning og meningsfuld lokal aktørinddragelse er centrale for fremdrift og sammenhæng på tværs af kommunegrænser. Samtidig fremhæves væsentlige barrierer som stramme tidsrammer, fragmenterede styringsstrukturer, begrænset national støtte og manglende klar hjemmel for tværkommunal planlægning, som kan hæmme implementeringskraften. Specialet bidrager med planlægningsmæssige opmærksomhedspunkter og tilgange, der kan styrke samarbejdet i de lokale treparter og omsætte nationale ambitioner til lokalt foranklede handlinger.
This thesis examines how cross-municipal planning can support the implementation of Aftale om et Grønt Danmark, which sets ambitious climate and biodiversity goals and establishes 23 local tripartite partnerships to coordinate land-use transitions across municipal borders. Adopting a qualitative, explorative design grounded in critical realism, the study combines case studies and semi-structured interviews with key actors from Limfjordsrådet, the Coast to Coast Climate Challenge, and Plan22+ to capture diverse organizational models and planning approaches. Theoretically, it draws on soft spaces and fuzzy borders, alongside related lenses such as hybrid governance, institutionalisation, and penumbral planning spaces, to understand how flexible and informal arenas can complement statutory planning. Findings highlight the importance of trust, continuity and shared organizational support (e.g., a joint secretariat), early political involvement, cross-sectoral integrated thinking, and meaningful local stakeholder engagement for coherent, cross-boundary planning. At the same time, tight timelines, fragmented governance, limited national support mechanisms, and a lack of legal mandates for cross-municipal planning are identified as structural barriers that can constrain implementation capacity. The thesis offers planning-oriented insights and practical pointers to strengthen the local partnerships and help translate national ambitions into locally grounded action.
