Abstract
Several point out that top management in particular has a very special role and importance for succeeding in leading across welfare areas. Conversely, it also entails special demands on the middle manager's role in succeeding and contributing to the same. The question is, however, whether we in the public sector are at all ready and dare to embark on forms of management that are based on far more liberation and trust in professionals as well as citizens - vertically as well as horizonally? In this assignment, at least, it is suggested it is easier to indicate new forms of management than it is to practice and co-create new common core tasks (and disciplines) across welfare areas.
