This thesis evaluates how consistent the EU's commitment is by examining its strategy in the Southern Cone of Latin America and its relations with Mercosur, especially after Brazil's rise as a regional power. Using a neoclassical realist approach (which considers both international power dynamics and domestic factors), it compares the EU's region-to-region rhetoric with its actual practice, including bilateral dealings with Brazil. The study draws lessons from the EU-Brazil relationship for the EU's negotiations with Mercosur.
