Abstract

Den 1. januar 2021 blev arkivloven ændret, hvilket gav alle danske borgere ret til gratis indsigt i egne personoplysninger bevaret i offentlige arkiver. Ændringen har ifølge daværende kulturminister, Joy Mogensen, især betydning for tidligere anbragte personer, der kan bruge oplysningerne til at få indblik i deres egen historie. Efter lovændringen oplevede Rigsarkivet en markant stigning i anmodninger om egenacces. Undersøgelsen fokuserer på, hvordan danske arkiver kan nærme sig en personcentreret og traumeinformeret praksis ved brug af The Repurposed Archive Continuum Model. Jeg identificerer seks fokuspunkter og præsenterer tiltag, som arkiverne kan tage for at tilpasse deres praksis til brugernes behov.

On January 1, 2021, an amendment to the Danish Archives Act came into effect, granting all Danish citizens the right to accessing their personal data preserved in public archives for free. This change, highlighted by then-Minister for Culture Joy Mogensen, is particularly significant for individuals previously placed in care institutions. Following the amendment, access requests at the Danish National Archives surged significantly. This study investigates how Danish public archives can implement a person-centred and trauma-informed practice when users access their personal records. Utilizing the emerging fifth person-centred archival theoretical paradigm and The Repurposed Archive Continuum Model, the research identifies six focus areas: appraisal, archival principles, access procedures, processing times, presentation of records, and the administrative origin of records. These are critical for adapting archival practices to meet user needs. Based on the six focus areas, the thesis presents a catalogue of ideas on how archives can make their practices more person-centred and trauma-informed. The findings suggest that adopting the Repurposed Continuum Model offers valuable insights into the interconnectedness of recordkeeping, archival processes, and their impact on users. But achieving a comprehensive person-centered archival practice requires significant cultural and operational changes within the archives, emphasizing user needs alongside traditional archival responsibilities.
