Oplevelsen af tillid mellem aktører og borgere i samskabelsen i et socialt udsat boligområde

Abstract

Baggrund: Risikoen for type 2 diabetes er høj blandt borgere med lav socioøkonomisk status og anden etnicitet end dansk. For at imødekomme dette har Tingbjerg Changing Diabetes iværksat et sundhedsfremmende projekt med fokus på samskabelse mellem kommunale aktører, private aktører og borgere i det socialt udsatte boligområde. Projektet har til formål at øge viden, kontekst, empowerment, deltagelse og integration hos borgerne. Tillid i samskabelse kan reducere den sociale kompleksitet, hvorfor dette anses som en relevant strategi, idet borgerne i et socialt udsat boligområde oplever højere mistillid til samfundets systemer. På det grundlag ses det nødvendigt at fremme tillid mellem aktører og borgere i samskabelse for dermed at forandre borgernes sundhedsadfærd. Formål: Formålet med specialet er at undersøge oplevelsen af tillidsrelationen mellem aktører og borgere i et socialt udsat boligområde samt identificere hvilke muligheder og begrænsninger dette har for tillid i samskabelsen. Her opstilles der anbefalinger til hvordan aktørerne i samskabelsen kan fremme tillid til borgerne. Metode: Specialet tager afsæt i den filosofiske hermeneutiske videnskabsteoretiske position. Metoderne omfatter en systematisk litteratursøgning og individuelle kvalitative interviews. Den systematiske litteratursøgning har bidraget til at belyse borgernes perspektiv på tillid i samskabelsen. De individuelle kvalitative interviews er foretaget med aktører i projektet i det socialt udsatte boligområde, og søger at undersøge aktørernes oplevelser af tillid i samskabelsen. Niklas Luhmanns systemteori anvendes som teoretisk referenceramme og inddrages i analysen med fokus på tillid. Ud fra dette præsenteres specialets anbefalinger til aktørerne i samskabelsen ud fra Precede-proceed modellen. Resultater: Tillidsrelationen er udfordret i det socialt udsatte boligområde grundet borgernes sårbarhed. Dette begrænser rekrutteringen og fastholdelsen af borgerne i aktiviteterne i samskabelsen, hvorfor lokalsamfundets ressourcer må anvendes til at skabe muligheder for opbygningen af en tillidsrelation mellem aktører og borgere. Konklusion: Specialets anbefalinger til aktørerne er: (1) Empowerment-model som inkluderende pædagogisk tilgang, (2) Beslutningsproces i uforpligtende samråd og (3) Aktørerne som værende faciliterende og støttende. Anbefalingerne er udviklet med formålet om at fremme tillidsrelationen mellem borgere og aktørerne i samskabelsen med henblik på at forandre de socialt udsatte borgeres sundhedsadfærd.

Background: The risk of type 2 diabetes is highly prevalent among citizens with low socioeconomic status and another ethnicity than Danish. To accommodate this Tingbjerg Changing Diabetes has launched a health promoting project focusing on co-production between communal actors, private actors and citizens in the project aims to decrease knowledge, context, empowerment, participation and integration among citizens. Trust in co-production can reduce social complexity, which is why this is considered as a relevant strategy because of the citizens' distrust of society's systems. Therefore, it seems necessary to promote trust between actors and citizens in co-production in order to change the citizens' health citizens' health behavior. Purpose: The purpose of the thesis is to examine the experience of trust between actors and citizens in an exposed residential area and to identify which possibilities and limitations this has for trust in coproduction. From this there will be set recommendations on the basis on how the actors in co-production processes can further trust to the citizens in co-production. Methodology: The thesis is based on the philosophical hermeneutic theoretical position of science. The methods are based on a systematic literature search and individual qualitative interviews. The systematic literature search clarifies citizens' perspective on trust in co-production. The qualitative individual interviews were conducted with actors in the co-production in the exposed residential area, and seeks to examine the actors' experiences of trust. Niklas Luhmann’s system theory is used as a theoretical framework and is involved in the analysis with focus on trust. Based on this, the recommendations are presented for the actors in the co-production based on the Precede-Proceed model. Results: The relation of trust is a challenge due to the citizens' vulnerability in an exposed residential area. This limits the recruitment and retention of the citizens in the activities in co-production, therefore the resources in the local community must be used to create opportunities for building relations of trust between actors and citizens. Conclusion: The thesis´ recommendations to the actors are: (1) Empowerment-model as an inclusive pedagogical approach, (2) Decision-making in non-binding consultation, (3) Actors as facilitators and supporters. The thesis´s recommendations are developed with the purpose of promoting relations of trust between citizens and actors in co-production in preparation for changing the socially vulnerable citizens' health behaviors.
