Specialet undersøger, hvordan unges deling af intime billeder bliver gjort til et socialt og politisk problem i dansk lovgivning og policy (politiske retningslinjer). Baggrunden er øget politisk opmærksomhed, blandt andet efter sager som Umbrella-sagen og et bredere fokus på digitale krænkelser blandt unge. Arbejdet bruger Carol Bacchis WPR-tilgang ('What’s the Problem Represented to be?'), en politikanalyse, der spørger, hvad problemet fremstilles som, og hvilke forståelser, konsekvenser og tavsheder denne rammesætning skaber. Undersøgelsen bygger på dokumentanalyse af lovgivning, policy, myndighedsdokumenter, forskningsmateriale, massemedier og offentlige debatspor. Analysen identificerer tre dominerende måder at beskrive problemet på: gerningsperson og offer, straf og kriminalisering samt ansvar og skyld. Unge fremstilles både som sårbare ofre, potentielle gerningspersoner og ansvarlige aktører i håndteringen af digitale krænkelser, og regulering, straf og kriminalisering fremstår som centrale løsninger. Analysen peger også på tavsheder: Ungdomskultur, sociale relationer og unges egne perspektiver fylder mindre i problemrammen, selv om de er vigtige for at forstå digitale krænkelser. Konklusionen er, at problemfremstillingen af unges deling af intime billeder ikke kun handler om digitale krænkelser, men også om regulering, moral, køn og forståelser af unges digitale seksualitet. Tavse problemrepræsentationer som ungdomskultur og kønnede normer har betydning for unges oplevelser.
This thesis examines how the sharing of intimate images among young people is constructed as a social and political problem in Danish law and policy. The topic has gained political attention, partly after cases such as the Umbrella case and a broader focus on digital violations among youth. The study uses Carol Bacchi’s WPR approach ('What’s the Problem Represented to be?'), a policy analysis that asks what the problem is made to be and explores the understandings, consequences, and silences that this framing produces. It is based on document analysis of legislation, policy, authority documents, research, mass media, and public debate. The analysis identifies three dominant problem representations: perpetrator and victim; punishment and criminalization; responsibility and blame. Young people are portrayed as vulnerable victims, potential perpetrators, and responsible actors in dealing with digital violations, and regulation, punishment, and criminalization are presented as central solutions. The thesis also shows that an emphasis on responsible digital behavior and regulation can produce guilt, shame, and responsibilization, particularly for girls, who more often face moral judgments and double standards around their sexuality. The analysis points to silences: youth culture, social relationships, and young people’s own perspectives are less present in how the problem is framed, even though they matter for understanding digital violations. The conclusion is that the representation of intimate image sharing among youth is not only about digital violations, but also about regulation, morality, gender, and understandings of young people’s digital sexuality. Silent representations such as youth culture and gendered norms shape young people’s experiences.
