Specialet undersøger, hvordan samskabelse udfolder sig på lokalsamfundsniveau i Mariagerfjord Kommune med udgangspunkt i Hvornum og projektet “Borgerdrevne Initiativer”. To indsatser er i fokus: en mulig ændring af skoledistriktet og etableringen af en sti mellem Hvornum og Klejtrup. Undersøgelsen er designet som et teoriinformeret enkeltcasestudie og kombinerer dokumentanalyse af to centrale planlægningsdokumenter med tre semistrukturerede interviews med borgere og medarbejdere fra Fagenheden Kultur og Fritid. Analysen kobler en typologi for samskabelse (Brandsen & Honingh, 2015) med policy-cyklus-tænkning (Parsons, 1995) for at afklare, hvilke faser af politikprocessen borgerne deltager i. Resultaterne peger på, at både den planlagte og den igangværende proces primært rummer samskabelse i design og planlagt implementering, men uden dokumenteret implementering. For stiforbindelsen er den planlagte proces i praksis den samme som den igangværende, ligeledes uden implementering. For skoledistriktet konkluderes det, at indsatsen ikke kan betragtes som samskabelse i specialets teoretiske forstand, fordi den forudsætter politiske beslutninger i både Mariagerfjord og Viborg Kommunes byråd. Borgerne i de to lokale arbejdsgrupper har medvirket i de tre første faser af policy-cyklus, men ikke i de senere faser, dels fordi processen fortsat befinder sig i design- og planlægningsfaserne, og dels fordi COVID-19 har forsinket arbejdet. Tre forhold præger forløbet: behovet for tværkommunalt samarbejde, at skoledistriktsændringen reelt hører hjemme i politisk-administrative beslutningsrum, samt en vedvarende lodsejerproblematik for stien. Dette kan påvirke tilliden mellem borgere og kommune, hvis der samskabes om emner uden for samskabelsens rækkevidde; omvendt kan en vellykket beslutning om skoledistriktet opleves som meningsfuld involvering. Specialet kan ikke fastslå, om stien gennemføres, men konstaterer, at borgerne i Hvornum har arbejdet for den i omkring to årtier og ser behov for kommunal opbakning.

This thesis examines how co-production unfolds at the local community level in Mariagerfjord Municipality, focusing on Hvornum and the “Citizen-driven Initiatives” project. Two efforts are studied: a potential change to the school district and the creation of a trail between Hvornum and Klejtrup. The study is a theory-informed single case design combining a document analysis of two central planning documents with three semi-structured interviews with citizens and staff from the Culture and Leisure unit. The analysis links a co-production typology (Brandsen & Honingh, 2015) with the policy life cycle (Parsons, 1995) to identify which stages of the policy process citizens engage in. Findings indicate that both the planned and ongoing processes mainly involve co-production in design and planned implementation, but with no observed implementation. For the trail, the planned and ongoing processes are effectively the same, also without implementation. For the school district, the study concludes it is not co-production in the thesis’s theoretical perspective because it requires political decisions by the city councils of Mariagerfjord and Viborg. Citizens in the two local working groups have participated in the first three stages of the policy cycle, but not later stages, partly because the process remains in design and planning and partly due to COVID-19 delays. Three factors shape the process: the need for cross-municipal cooperation, the school district issue belonging to political-administrative decision arenas, and a persistent landowner challenge for the trail. These conditions may affect trust if co-production is pursued where it is not appropriate; conversely, a successful school district decision could still feel like meaningful involvement. The thesis cannot determine whether the trail will be completed, but notes that Hvornum residents have pursued it for roughly two decades and recognize the need for municipal support.
