Abstract

This thesis examines the development of regional innovation policy in the Metropolitan Region of Santiago, Chile, and its regional innovation system. It is motivated by a gap between the region’s innovation potential and its actual results. The study focuses on the region’s first regional innovation strategy (2012–2016), looking at its goals, design, and implementation. It then analyzes how the regional innovation system is set up using the Triple Helix Model, which emphasizes collaboration among universities, industry, and government. The data collected were compared with theory and other studies to reduce the author’s bias. The findings point to weak regional institutions and coordination, which contributed to a partial failure during implementation. At the same time, the strategy’s overall direction aligned with what the literature suggests for regional innovation in developing economies. The thesis concludes with recommendations to strengthen implementation and improve the strategy’s effectiveness.
