Specialet undersøger uformelle planer og Soft Space Planning i Viborg Kommune med fokus på, hvordan visioner i sådanne planer bevæger sig mod realisering. En forundersøgelse kortlægger kommunens uformelle plandokumenter, deres governance-kendetegn samt muligheder og udfordringer. Herefter analyseres seks eksempler på uformelle planer, der repræsenterer forskellige plantyper, med blik for proces, organisering og inddragelse. Analysen bygger på kvalitative interviews med aktører fra kommunen, private praksisser og borgere samt en socio-teknologisk aktør-netværksanalyse, der belyser generelle udfordringer for de forbindelser og transformationer, der skal til for at omsætte planer til handling. Afslutningsvis drøftes i hvilket omfang disse forbindelser og transformationer kan påvirkes i en ønsket retning. Arbejdet giver et praksisnært indblik i samspillet mellem uformel og formel planlægning i en dansk kontekst.
This thesis examines informal plans and Soft Space Planning in Viborg Municipality, focusing on how the visions in such plans move toward implementation. A preliminary study maps the municipality’s informal planning documents, their governance characteristics, and associated opportunities and challenges. The main study investigates six examples of informal plans, representing different plan types, with attention to process, organization, and participation. The analysis draws on qualitative interviews with municipal and private practitioners and citizens, and applies a socio-technological actor-network analysis to identify general challenges for the associations and transformations required to turn plans into action. Finally, it discusses to what extent these associations and transformations can be influenced in a desired direction. The work offers practice-oriented insights into the interplay between informal and formal planning in a Danish context.
