This thesis takes point of departure in the stagnation within the development of Danish wind power capacity. Since Denmark has been a global leader in wind power development for many years, it is interesting to analyse why the development of wind power capacity has stagnated. Since the reasoning behind this issue represents a very broad research question, and thus the focus of this thesis is on developments and interplay between factors such as support policies, wind turbine ownership and local acceptance of wind turbines that has been used to explain the success of Danish wind power development in the past. The idea is that other countries can learn from the Danish experiences - both good and bad – and thereby take the Danish experiences into account when developing their own wind power capacity development policies.
The investigation is founded in critical realism. Consequently, it is recognized that individual causal effects cannot be isolated and controlled in studies that deals with and takes place within society. Instead, individual analysis of the core elements and their developments and interplay is used to construct a number of possible causality effects that, in combination, can explain why the development of Danish wind power capacity has stagnated.
Based on the considerations of theories of science above, a strategy for analysis is developed in which the thesis statement is divided into three parts, where part one and two are interrelated. These sub questions of the thesis statement focus on determining the nature of support policies, wind turbine ownership and local acceptance of wind turbines. As well as their development, their interplay and their effect on the stagnation in the development of Danish wind power capacity. Drawing on theoretical expectations, findings from other studies and empirical observations. Based on the individual analyses of support policies, wind turbine ownership, and local acceptance of wind turbines, six possible explanations on stagnation are indentified. The validity of the possible explanations is then tested through qualitative interviews with stakeholders, such as wind turbine owners and municipalities. It is concluded that the lack of stability in the political setting and the constantly changing support policies and the insecurity caused by this has played significant roles in the stagnation. Furthermore, it is concluded that the role of public acceptance of wind turbines is becoming increasingly important due to shifts in the ownership structures.
The third sub question of the thesis statement takes point of departure in the above conclusions and suggest strategies to increase the stability of the political setting through long term political agreements that goes beyond the election period and the degree of local acceptance of wind turbines through new initiatives directed at promoting distributional justice, procedural justice and trust with and without local ownership.
