The empirical data generated in this report is mainly through interviews. The methodological approaches used in this report is semi-structured interviews, color coding and personas. The theoretical framework of the report is mainly actor network theory particularly Michel Callon's 'Four Moments of Translations', to analyze the empirical material from the citizens of Fløng and the given field. The report concludes that there is an unstable network in the implementation of energy reducing initiatives in Fløng, here it is clear that a spokesperson is missing from both parts. In addition, there is a lack of consensus on topics such as economics, information, and lastly which technologies there is suitable for house owners in Fløng. The house owners must also be on the course themselves in order to optimize the interaction between citizens and the municipality. In addition, personas have been created for the Municipality of Høje Taastrup, so that they can more easily access the citizens of Fløng in relation to heat supply and energy renovation.
