This project concerns the agricultural industry in municipal-planning and focuses on the municipalities new responsibilities regarding identifying high value agricultural areas, areas for biogas plants and sites for the location of building and facilities for large livestock farms. In the preliminary analysis it is apparent that, there is uncertainty associated with these new responsibilities. This leads to the problem statement:
How does the municipalities ensuring of the governmental goal regarding the agricultural industry through zoning in the municipal plan work?
The statement was answered through four analyzes. The first analyze focuses on the governmental goal regarding the agricultural industry. The second one focuses on the effect of zoning in the last forty years. The third analyze seeks to clarify the expected effect and the last seeks to clarity, whether it is possible to achieve the governmental goal through the zoning.
The results of the four analyses are applied to identifying significant implementations barriers for the realization of the governmental goals regarding the agricultural industry. To structure the analyses implementations theory based on Søren Winter’s integrated implementation model is applied.
The answer to the problem statement, concludes that there are eleven significant implementations barriers, that can reduce the realization of the governmental goals for the agricultural industry.
