4. Term, City, Housing and Settlement Patterns (Master Programme)
´This master thesis explores the implementation of the Danish ‘ghetto’-policy and the legislation (the Parallel Society Act (PSA)) about the physical conversion of the so called ‘hard ghettos’ – non-profit / social housing areas with an overrepresentation of people being unemployed, having no education, having a low income and/or being convicted as well as an overrepresentation of people with a non-western background. The law imposes the responsible municipal authorities and housing agencies to present a plan for the reduction of the share of social housing in these areas to 40% before 2030.

The study analyses the relationship between the policy, the legislation and the statutory development plans, by exploring the official policy and planning documents and supporting the textual analysis with interviews with representatives of some of the central actors and experts.

The analysis draws on research and theory about developing vulnerable/disadvantaged/marginalized housing areas, theory about wicked problems and implementation theory.

The main findings are, that there are considerable differences between the law and the legislative decree on the one side and the development plans on the other, and that these seem to stem from different perspectives on the problems, goals, and means – i.e. the causal theory. However, the differences seem to lessen a bit, when looking closer on the pre-legislative process and papers – and lessen even more during the implementation process, in which a great number of dispensations and granted changes in the spatial definitions are justified with an understanding on the problems, goals, and means, looking more like the understanding, represented in the development plans. The number of dispensations and granted changes in the spatial definitions is remarkably high and displays a considerable difference between the letter of the law and the realized law/living law. The analysis indicates that the reasons for the differences in the understandings of the problems, goals and means as well as the differences between the letter of the law and the living law could come from the different contexts, the central actors are acting out of.
