This thesis is a comparative discourse analysis of the urban development in the municipalities of Oslo and Copenhagen. I analyze the empirical evidence with the aim of investigating which discourses that are articulated in the official documents regarding urban development in the municipalities - both general development and housing development.
The main findings in the research is that there are three main discourses articulated: social sustainability, environmental sustainability and co-creation. Although these are the three main articulated discourses in both of the municipalities the urban development is also influenced by neoliberal values. Therefore I find that there exists multiple hegemonic ideologies present in the official documents that reproduce the order of the discourse.
