4. term, Master of Learning Processes (Continuing education) (Continuing Education Programme (Master))
“The district school leader as leader of learning” is the title of this master’s thesis from Aalborg University, 2015. It is written by Peter Haldor Hansen and Dorthe Baun, as the end of our master’s studies in Master of Learning Processes Specializing in Educational Leadership.
The purpose of the master’s thesis is to analyze the tasks, structures and competences that are needed to support the best possible leadership, when we are talking about a school that is structured as a district school with several school units or departments. In this context we want specifically to analyze the best possible leadership, in regards to the learning results of the students. The authors of this master’s thesis are both district school leaders in two different municipalities. This school structure is rather new in a Danish context.
Our method has been to proceed on the basis of international research from Viviane Robinson and Richard DuFour & Robert J. Marzano. They all have contributed to the international research of leadership efficiency in public schools in terms of student achievement. Using their research we have analyzed and described our thoughts as to how the district school leader can and will be successful in leading student learning. In order to relate to a Danish context, we have used two evaluations of school structures from two municipalities, Lolland and Bornholm. We have analyzed the evaluations and specifically their recommendations to uncover the barriers of leading the students’ improvement. Finally we have interviewed a district school leader from a third municipality. We have used our evidence based reflections to formulate several questions; witch we think can contribute to improve the leadership by other district school leaders. These questions were asked in an interview with the school leader in order to analyze if they were helpful in the leading process in real life.
The main points, of the analysis falls in four categories: Competence, Coherence & Organization, Leading of Learning and Economics & Using Resources Strategically. Competence includes the aspects of competences of the district school leader as well as the competences of the heads of departments. These competences should enable the leaders to create teams at all levels of the organization that are performing as professional learning communities. This includes the team of district school leaders. Coherence & organization includes the aspects of an organization that are performing as one unit in spite of the different departments. This means security, clarity and influence in the organization at all levels. Leading of learning includes the setting of goals and formulation of vision for the school. The key goals are bound to be consistent with the areas of action in the quality report, in Danish called “kvalitetsrapport”, that is presented every second year. And finally the category of economics & using resources strategic includes priority of school founds in order to support the key goals and visions.
Our conclusion is that it makes good sense to establish district schools in a Danish context as long as our main points in the four categories are central to the structure, implementation and organization of the school. And the perspective of the master’s thesis to the daily district school leader shows that our questions and main categories are very good in order to overcome the barriers of implementation and operation of the school.
