This thesis highlights the problem that Denmark is not implementing the most cost-efficient form of wind power and that the Energy Agreement from 2012 will not improve this circumstance. It validates the development of the public service obligation (PSO) payment and proposes appropriate wind power planning measures which solve the problem. The main focus is therefore put on the implementation of onshore wind power.

The PSO analysis investigates in the effect of the Energy Agreement, thereby demonstrating the increase of the PSO payment by a factor of 5 in comparison to the current state. Furthermore, the incoherence of the set ceiling payments by the Energy Agreement and the predicted development are reflected upon.

An analysis of the current Danish energy system, including a consideration of the existing wind power planning and promotion schemes and an elaboration on the social factors of wind power resistance, is followed by a case study of a realistic onshore wind power project in the Thisted municipality. Finally, measures that can solve the problem are presented.
