The purpose of this master’s thesis is to examine how technical knowledge and practical experience from area-based social housing master plans apply to the municipal core operation. Using Landsbyggefondens 2015-2018 regulations for social housing efforts as point of departure, the thesis determines the implications of the relationship between management logics and the possibility of applying social housing effort specific knowledge and experience in a municipal setting. This is examined through interviews with social housing master plan and municipal personnel clarifying the knowledge and experience being shared within the social housing masterplan development networks, followed by discussions regarding the structural and practical possibilities of applying social housing effort-specific knowledge to municipal core operations. The analysis discusses social housing issues through elaboration of the complex challenges related to wicked problems, where wicked problem solving within the New Public Management and New Public Governance framework is further explained. The thesis concludes that technical knowledge and practical experience from area-based social housing master plans apply to lower levels of the municipal core operation, but contains the coherent understanding of wicked problems and development of holistic solutions within the New Public Management framework. The municipal core operation is unable to apply New Public Governance wicked problem solving within the structure of a New Public Management framework, requiring structural modifications toward flexibility and innovation within higher levels of government.
