Our thesis is based on the project Opgang2 XL, which is a project that offers clarification processes for mentally, vulnerable, young people on public support in Aarhus Municipality. Opgang2 XL was developed to change the former practice related to promoting a lasting connection to the labor market and/or educational system. The purpose of the thesis is to analyze how networking meetings and business practices can help develop the resources of the involved youth. In addition, it analyzes how the young people are involved as participants in Opgang2 XL. We included a user perspective and a co-creation perspective to answer the problem statement. In addition, we include theories of self-efficacy, New Public Governance, Empowerment and Arnsteins Ladder of Citizen Participation. We position ourselves within the philosophical, hermeneutic, science-theoretical direction, in which we actively use our preunderstanding to gain new knowledge about the problem. In order to answer the problem statement, we have collected empirical data through qualitative, semistructured interviews with four professional participants, as well as a young person who is related to the project. The four professional participants are the Senior Consultant - Jesper Pedersen, the Project Manager in Opgang2 XL - Lise Ørskov, the Consultant in Opgang2 XL - Karin Ji Tøttenborg and the Employment Manager for Aarhus Municipality - Vibeke Jensen. We also have held a focus group interview with three young people who are associated with the project. Our thesis concludes that through the participation of the young people in the project, they are able to build up confidence in their own abilities, so they can manage their lives. This is achieved by focusing on already existing creative interests. It is also concluded that the user involvement is symbolic, because the young people do not contribute to the framework of the project. At the same time, user involvement can be analyzed from a user perspective, in which the young people express that they are the ones who set the framework for the network meetings. Opgang2 XL focuses on long-term goals, which have elements of democratic co-creation. At the same time, there is focus on streamlining and results-oriented efforts, in which there are elements of efficient co-creation. The thesis is concluded with a perspective that involves an article on meaningfulness in the employment effort. Here, we nuance how user involvement can be based on the individual's understanding of what is meaningful.
