This report examines the relation between a municipal institution and the public sphere, i.e. the citizens (private, associations and companies) of Allerød Municipality as a case study in what is known as the Visionsproces. It is investigating in an organizational aspect how theories of involvement of the citizens in the strategic planning of a municipality, can lead to a better relation between those who serve, and the citizens who receive the services. The theoretical framing is based on theories of modern governance paradigms in a municipal organization and addresses aspects as why and how to include the citizens in the making of a strategic development plan. It also explores concepts of democracy that is being used as an analytical framework for the objectiveness and democratic behavior. It brings up analytical questions for how to seize benefits and in what terms value exists because of having citizen inclusive- and network-oriented paradigms of governance. It provides empirical insight in form of examining public documents intended for the internal process of creating the visionary outline for the municipal planning and including published literature that describes other cases of citizen inclusion in policy making and urban planning. It also includes interviews and exit surveys from a citizen gathering to get a qualitative insight in the administration employees and the actively involving citizens who is inquired in the Visionsproces. It then elaborates its examination on the intentions and design of the internal processes to evaluate how the quest of inclusion of the citizens is being treated and carried through by the municipality. It concludes that the processes of governance resemble a hybrid of older and modern hierarchy of governance that each has their pros and cons from a democracy perspective point of view. It covers that the framing of the subjects discussed for the Visionsproces is not only an administrational task but is also made from structured inquiries of the citizens visions. It also infers that the incentive from the municipality of improved citizen involvement can lead to an improved relation between the municipality and the citizens, however it recognizes a lack of structured evaluation from the municipality and suffers from a short timespan compared to the whole temporal length of the Visionsproces.
