The elected Goverment in 2018 started, with the crafting of a new coherence reform, the task of optimizing the public health and social system. The goal was to craft a more coherent public sector. The new reform build upon the reform crafted in 2007, where the primary focus lay on the different systems ability to work together across their respective sectors. In this process the government chose to put special focus on Children and youth, with difficulty thriving in everyday life. Numbers show that children over the last few years, has had a rise, in children sent to psychiatric hospital, to be examined for psychiatric illness. Almost 50 percent of these children does not meet the criteria of being sent to psychiatric hospital, thus they are checked out of hospital without any plans and left for the social system to take action. The problem lies here in the incapability of the social system to help these children and their families, because of the complexity of thriving problems the children are presenting. Therefore the children was seen being left without any means of helping them because they were not ill enough for the health system to give them treatment, but at the same time showing a complexity of problems, making to difficult for the social system to help them, without proper guidance from the health system. “Children in the grey”.
To engage this system problem, and to make a better coherent process experience for the families, the government in 2018 decides through funds from the social financing fond, to create the project “Regional advanced function” A task force with the primary objective to make sure that children in the grey were given the proper help and treatment, so as to thrive in their everyday life.
The means to achieve this goal was to engage psychologist who are a part of the psychological, educational advice service, (PPR) educating workers in the social system, and making an in-location effort, to the children in grey and their families. This would be managed by a creating an inter-professional team, that would assess the level of complexity of the cases, that would be brought In to by the PPR. The goal through this media is to establish a better collaboration between the public social system, and the public health system, to better help and guide the “children in grey” to thrive in their everyday life. The systems engaged in this task force was the regional psychiatric health system and the educational system.
Through systems theory, power as a function and workpaper on managing networks, we tried to clarify which functional and dysfunctional effects the project would face. Knowing by our professions as a social worker and a occupational therapist, that the public social and health system, are working with different agendas, and that the primary social system seemed not to be a part of the project as a partner.
We decided to unlock the different semantics each system worked within, to see which codes, logic and distinction the family would face, when being the object of interest in the different systems. Likewise, we uncovered the semantics, codes and logic that the project would put on the “children in grey”.
Through our research we found that the project seemed to add to the complexity of the different systems. Managing to produce another lair of distinction and semantics for the children in grey. Thus, forcing families to deal with yet another system, in which they were an object. The projects structure between the two main systems, the public health and social systems, resulted in the possibility of families being thrown between three systems instead of two.
Also, with no authority to amplify the decision that were made by the inter-professional teams, the families would risk not being able to be relevant for neither system, do to the fact that both the public health system and the public social system have the ability to overrule any decision made by the inter-professional team.
The project does manage to raise the ability of the people that work close to the children in their everyday life. Professions like teachers and pedagogues, who will be better at spotting children, that has difficulty thriving in everyday life. Making it possible to make a faster effort to help.
