As a consequence of the local and regional government reform as well as the law of business development, the various regional councils have set up regional places of growth whose primary task is to work out a regional strategy of business development.
The aim with this master’s thesis have been to examine how ”Vaekstforum Nordjylland” has handled the task of anchoring this strategy of business development among the regional municipalities coincidently with the fact that Vaekstforum’s drafting of the same strategy takes place within the framework through which the government has determined the partnership deal of the globalisation strategy.
In order to answer the problem statement, a network theory has been applied to identify and explain Vaekstforum’s handling of the above dualism.
Through the preparation and most of the formulation phase of the strategy drafting, Vaekstforum has generally remained a spectator in relation to involving the municipalities in the drafting of the strategy which, in accordance to the network theory, is utmost surprising.
The turning point, in relation to the involvement of the municipalities, takes place in the form of a seminary at the end of the establishment phase after which Vaekstforum actively attempts to involve the municipalities in order to establish ownership of the strategy of business development with regard to the municipalities.
The strategy drafting takes place in various formal and informal networks that are imbedded in each other, which is surprising in relation to this master’s thesis’ application of network strategy. The fact is that, through these embedded networks, it is possible to loosen fixations or blockings in a network by influencing another network or vice versa.
