Specialet undersøger, hvordan Parallelsamfundsaftalen fra 2018 og den efterfølgende opdatering i 2021 påvirker det boligsociale arbejde i udsatte almene boligområder. Med udgangspunkt i casen Tingbjerg-Utterslevhuse gennemgår specialet aftalens indhold, kriterier og centrale virkemidler på tværs af fysisk omdannelse, styring af beboersammensætning, kriminalitetsbekæmpelse samt tidlige indsatser for børn og unge, og sætter dette i historisk og politisk perspektiv. Specialet adresserer den offentlige og internationale kritik af lovgivningen, herunder bekymringer om diskrimination og geografisk stigmatisering, og diskuterer mulige konsekvenser for beboere og lokal praksis. This thesis examines how Denmark’s 2018 Parallelsamfund Agreement and its 2021 update shape social work in vulnerable public housing areas. Using the Tingbjerg-Utterslevhuse estate as a case, it reviews the agreement’s content, criteria and key instruments across physical redevelopment, regulation of resident composition, crime control, and early childhood and schooling measures, situating these within a historical and political context. The thesis engages with public and international criticism of the policy, including concerns about discrimination and geographic stigmatization, and discusses potential implications for residents and local practice. Empirically, it focuses on social work practice in Tingbjerg-Utterslevhuse and includes interviews with local social housing practitioners to explore organizational conditions, professional roles, cross-sector collaboration requirements, and room for action. The analysis pays particular attention to everyday cross-pressures and the strategies practitioners use to navigate between political demands, local needs and partner organizations.
