Specialet undersøger, hvordan den offentlige udbudsproces i den danske bygge- og anlægssektor kan optimeres med udgangspunkt i Hjørring Kommunes interne bygherrerådgivning. En ekstern miljøanalyse (PESTEL) og en intern analyse af ressourcer, kompetencer og aktiviteter kombineres med case-studie, survey, observationer og litteraturstudie for at kortlægge muligheder og udfordringer i kommunal udbudspraksis. Trianguleringen identificerer to centrale spor: procesoptimering med Lean-tænkning, standardisering og fokus på kerneaktiviteter for at reducere spild samt optimering af informationsniveauet i udbudsmaterialet. Studiet konkluderer, at tydeligere information og allokering af ressourcer før kontraktindgåelse kan reducere transaktionsomkostninger og efterfølgende projektomkostninger. Der skitseres desuden en dynamisk udbudsstrategi og en handlingsplan for implementering.
This thesis examines how the public tender process in the Danish construction sector can be optimized, using Hjørring Municipality’s internal client consultancy as a case. An external environmental analysis (PESTEL) and an internal assessment of resources, capabilities, and activities are combined with a case study, survey, observations, and a literature review to map opportunities and challenges in municipal tendering. Triangulated findings identify two main avenues: process optimization based on Lean thinking, standardization, and focus on core activities to reduce waste, and improving the information level of tender documents. The study concludes that clearer information and resource allocation before contract signature can lower transaction costs and post-contract project expenses. It also outlines a dynamic tender strategy and an implementation plan.
