Resumé
Specialet undersøger, hvordan offentlige it-projekter organiseres og følges op i Danmark, og om den danske model kan inspirere praksis på Færøerne. Med VAL IT som ramme beskrives og anvendes værktøjets principper til at vurdere ansvarsfordelingen for it-projekter i den færøske forvaltning, hvordan den offentlige institution Gjaldstovan arbejder med it-projekter, samt hvordan Landsrevisionen kan bruge VAL IT til at styrke sin opfølgning. Undersøgelsen bygger på både primære og sekundære data og kombinerer induktive og deduktive tilgange, hvilket resulterer i en beskrivende kortlægning og en analytisk vurdering. Resultaterne peger på, at Danmarks offentlige it-projekter håndteres i Digitaliseringsstyrelsen under Finansministeriet, som leverer vejledning, værktøjer og kontrol, og at denne model kan inspirere Færøerne. På Færøerne ligger det overordnede ansvar hos de enkelte ministre; specialet vurderer, at Finansministeriet bør sikre effektiv og ansvarlig styring af it-projekter og -systemer. Gjaldstovan arbejder ikke efter VAL IT-principper, mens Landsrevisionen med fordel kan anvende VAL IT som ramme for en mere struktureret opfølgning, der rækker ud over tid og omkostninger og fokuserer på gevinstrealisering.
This thesis examines how public IT projects are organized and followed up in Denmark and whether the Danish approach can inform practice in the Faroe Islands. Using the VAL IT framework as the central lens, it describes and applies the framework’s principles to assess responsibility for IT projects in the Faroese administration, how the public agency Gjaldstovan manages projects, and how the Faroese National Audit Office could use VAL IT to strengthen oversight. The study draws on both primary and secondary data and combines inductive and deductive approaches, resulting in a descriptive mapping and an analytical evaluation. Findings indicate that Denmark handles public IT projects through the Danish Digitization Agency under the Ministry of Finance, which provides guidance, tools, and control, and that this model could inspire the Faroe Islands. In the Faroe Islands, overall responsibility lies with individual ministers; the thesis assesses that the Ministry of Finance should ensure effective and accountable management of IT projects and systems. Gjaldstovan does not currently work according to VAL IT principles, while the National Audit Office could beneficially adopt VAL IT to structure follow-up beyond time and cost and to emphasize value realization.
