Specialet undersøger samarbejdet mellem den offentlige og den frivillige sektor i en lokal kontekst med Aalborg Kommune som case. I lyset af regeringens Civilsamfundsstrategi (2010) og det europæiske frivillighedsår (2011) fokuserer projektet på fremvæksten af såkaldte hybridorganisationer, der skal bygge bro mellem offentlige og frivillige aktører. Specialet stiller tre hovedspørgsmål: 1) om De Frivilliges Hus og Brobyggerselskabet kan forstås som hybridorganisationer, 2) om et tættere samarbejde indebærer en kommunal ”kolonisering” af den frivillige sektor, og 3) hvilken rolle social kapital spiller i samarbejdet. Metodisk er der tale om et kvalitativt casestudie baseret på semistrukturerede interviews med centrale aktører i kommune og frivillige organisationer, suppleret af begrebsafklaring, teori om system og livsverden samt social kapital, og gennemgang af nationale og internationale rapporter. Analysen retter sig særligt mod økonomiske relationer, krav om dokumentation og evaluering, aktørernes holdninger samt hybridorganisationers betydning for at fremme eller hæmme både koloniseringstendenser og opbygning af social kapital. This thesis examines collaboration between the public and voluntary sectors in a local setting, using Aalborg Municipality as a case. Framed by the Danish Civil Society Strategy (2010) and the European Year of Volunteering (2011), it focuses on the emergence of so‑called hybrid organizations that bridge public and voluntary actors. The study asks three main questions: (1) whether De Frivilliges Hus and Brobyggerselskabet can be understood as hybrid organizations, (2) whether closer cooperation risks municipal “colonization” of the voluntary sector, and (3) what role social capital plays in such cooperation. Methodologically, it is a qualitative case study based on semi‑structured interviews with key municipal and voluntary stakeholders, supported by conceptual clarifications, theories of system and lifeworld and of social capital, and reviews of national and international reports. The analysis concentrates on economic relations, requirements for documentation and evaluation, actors’ perspectives, and how hybrid organizations may promote or hinder both colonization tendencies and the building of social capital.
