Abstract
Projektet "Modernisering af myndighedshøringen ved udstykningskontrollen" undersøger, hvordan myndighedshøringen (indhentning af udtalelser fra relevante myndigheder) i forbindelse med udstykningskontrollen (kontrol af udstykning af fast ejendom) kan fornyes. Fokus er især på de såkaldte grønne og hvide erklæringer, som i dag bruges som standarderklæringer i processen. Baggrunden er en aktuel debat om, at den grønne erklæring er utidssvarende og giver praktiske ulemper. Gennem historiske analyser af både myndighedshøringen og digitaliseringen af ejendomsdannelsesprocessen skabes et overblik over, hvor problemerne opstår. Denne viden danner grundlag for at overveje, hvordan en ny digital ordning kan indrettes. Med afsæt i analyser af de nuværende forhold og interviews med centrale aktører i udstykningskontrolprocessen identificerer projektet hensyn og krav, som en fremtidig løsning bør opfylde. Afslutningsvis præsenteres et forslag til en prototype, der i hovedtræk viser, hvordan en digital ordning rent principielt kunne se ud.
The project "Modernising authority consultation in subdivision control" examines how to renew the consultation of public authorities in connection with subdivision control (oversight of property subdivision). It focuses on the so-called green and white declarations, which are the standard forms used today. The work is motivated by a current debate about the outdated green declaration and the practical disadvantages it causes. Through historical analyses of both authority consultation and the digitalisation of the property formation process, the study builds a clearer understanding of the issues. This forms the basis for considering how a new digital arrangement could be designed. Drawing on analyses of current practice and interviews with key actors in the subdivision control process, the project identifies implementation considerations and requirements that a future solution should meet. Finally, it presents a prototype proposal that illustrates, in principle, what a future digital arrangement could look like.
