Denne opgave undersøger socialrådgiverens betydning for, hvordan NEET-unge – unge uden for uddannelse og beskæftigelse – støttes på vejen mod uddannelse eller job. Med udgangspunkt i udviklingen fra welfare over workfare til learnfare og de aktuelle styringsrationaler i beskæftigelsespolitikken belyses, hvordan politiske krav, standardisering og dokumentation påvirker socialrådgiverens professionelle handlerum. Opgaven anvender en kvalitativ, fænomenologisk og hermeneutisk tilgang med interviews som primær empiri for at indfange både socialrådgiveres og unges perspektiver på styring, magt og relationer. Teoretisk trækker opgaven blandt andet på begreber om styring, krydspres, magt, relation, tilknytning, anerkendelse, kommunikation og samskabelse. This thesis explores the role of social workers in supporting NEET youth – young people who are not in education, employment or training – on their pathways towards education or work. It situates the analysis within the broader shift from welfare to workfare and learnfare and examines how contemporary governance logics in employment policy, including political targets, standardisation and documentation requirements, shape the professional room for manoeuvre of social workers. Using a qualitative, phenomenological and hermeneutic approach with interviews as the primary empirical method, the study captures both social workers’ and young people’s perspectives on governance, power and relationships. The theoretical framework draws on concepts such as steering and frontline work, cross-pressure, power and asymmetry, as well as relationship, attachment, recognition, communication and co-creation. The analysis discusses how social workers navigate the tension between system demands and the needs of the young person, and how professional reflection, discretion and communicative ethics can counterbalance strong control logics. It also highlights relational trust, recognition and the experience of being listened to as crucial for NEET youth to see employment interventions as meaningful and to gain confidence in moving towards education or work. The thesis points to relational practice and co-creation as key to reconciling governance and support in work with NEET youth, but definitive empirical results and specific outcomes cannot be fully established from this excerpt alone.
