Dette speciale undersøger, hvordan kriminalitetstruede unge håndteres i spændingsfeltet mellem støtte og sanktion i den danske velfærdsstat, og hvordan denne håndtering påvirker deres tillid til systemet, handlemuligheder og fremtidige udviklingsbaner. Med udgangspunkt i et kvalitativt single-case studie gennemført i samarbejde med en anonymiseret kommune analyseres to unges langvarige forløb i det kommunale familiesystem, hvor begge har haft kontakt til Ungekriminalitetsnævn og ungekriminalforsorg. Datagrundlaget består af omfattende kommunale sagsakter samt kvalitative interviews med de unge, deres forældre og centrale fagpersoner. Specialet belyser, hvordan velfærdsstatens forebyggende og støttende indsatser sameksisterer med øget fokus på ansvarliggørelse, kontrol og sanktioner, og hvordan dette opleves forskelligt af de unge. Fundene peger på, at én ung oplever Ungekriminalitetsnævnet som en støtte og mulighed for positiv udvikling, mens en anden i højere grad oplever det som en sanktionerende foranstaltning. Analysen indikerer, at oplevelser af inddragelse, respekt og retfærdighed er afgørende for de unges tillid til systemet, deres samarbejdsvilje med myndigheder samt deres muligheder for at ændre livsbane. Samtidig peger specialet på, at gentagen systemkontakt og omfattende sanktionerende indsatser kan bidrage til stempling, mistillid og fortsat institutionalisering, hvilket kan vanskeliggøre et opbrud med kriminalitet og marginalisering.
This thesis explores how young people at risk of offending are managed within the Danish welfare state’s tension between support and sanction, and how this management shapes their trust in the system, their room for manoeuvre, and their future life trajectories. Using a qualitative single-case study design in collaboration with an anonymised Danish municipality, the study examines two young people with long-term involvement in municipal family services, both of whom have been in contact with the Youth Crime Board and youth probation services. The empirical material consists of extensive municipal case records and qualitative interviews with the young people, their parents, and key professionals. The thesis sheds light on how preventive and supportive welfare interventions coexist with an increased emphasis on accountability, control and sanctions, and how these developments are experienced differently by the young people. The findings show that one participant experiences the Youth Crime Board as supportive and as an opportunity for positive change, while the other primarily perceives it as a sanctioning intervention. The analysis suggests that experiences of involvement, respect and fairness are crucial for young people’s trust in the system, their willingness to cooperate with authorities, and their possibilities for redirecting their life course. At the same time, the thesis indicates that repeated system contact and extensive sanctioning interventions may contribute to labelling, mistrust and continued institutionalisation, thereby making it more difficult for young people to move away from crime and marginalisation.
