Abstract
Specialet undersøger, hvordan landdistrikter i en dansk kommune kan udvikles. På baggrund af interviewbaserede fund gives der anbefalinger til fremtidige indsatser. Tre begreber er centrale: shrinkage (befolkningsfraflytning og færre lokale tilbud), netværksledelse (at koordinere indsatser på tværs af mange aktører) og lokal strategisk kapacitet (lokale aktørers fælles evne til at sætte retning og handle). Samspillet mellem det politisk/administrative niveau og lokale borgerorganisationer analyseres gennem government/governance (formel styring vs. samarbejdsbaseret netværksstyring) og top-down/bottom-up (indsatser ovenfra vs. nedefra). Specialet anbefaler, at det politiske niveau tydeligt prioriterer dette samarbejde ved at afsætte betydelige økonomiske ressourcer og udpege en projektleder. Projektlederens primære opgave er at understøtte de forskellige niveauer i den fælles organisation og dermed opbygge lokal strategisk kapacitet. Ifølge specialet er netop ressourcer og dedikeret koordinering de mest nødvendige forudsætninger for en strategisk udvikling af landdistrikter.
This thesis examines how rural areas in a Danish municipality can be developed. Based on findings from interviews, it offers recommendations for future action. Three concepts are central: shrinkage (population decline and loss of local services), network management (coordinating work across many actors), and local strategic capacity (the ability of local actors to set a shared direction and act together). The relationship between the political/administrative level and local citizen organizations is analyzed through the lenses of government/governance (formal government vs collaborative network steering) and top-down/bottom-up (initiatives from authorities vs from residents). It is recommended that the political level make this cooperation a clear priority by allocating substantial funding and appointing a project manager. The manager’s primary role is to support the different levels of the collaborative organization and, in doing so, build local strategic capacity. Resources and dedicated coordination are presented as the most necessary conditions for the strategic development of rural districts.
