Afhandlingen undersøger det krydspres, som myndighedssocialrådgivere kan opleve mellem lovgivningens intentioner og socialfaglig praksis i arbejdet med forældre- og ungepålæg, der har været en del af serviceloven siden 2006. En evaluering viste, at pålæggene kun anvendes i begrænset omfang, hvilket motiverer projektets problemformulering: hvilken betydning har institutionelle arbejdsvilkår for socialrådgivernes mulighed for at anvende deres socialfaglighed i brugen af disse pålæg? Med en hermeneutisk tilgang gennemførtes to fokusgruppeinterviews med socialrådgivere fra Ikast-Brande Kommune (ingen afgørelser om pålæg) og Københavns Kommune (blandt de mest anvendende). Analysen bygger på Høilund og Juuls teori om institutionel dømmekraft med fokus på personlig, institutionel og social dømmekraft samt på socialt arbejdes principper om menneskerettigheder og social retfærdighed. Projektet konkluderer, at institutionelle arbejdsvilkår påvirker socialrådgivernes muligheder for at bringe deres faglighed i spil, men også at socialrådgivernes faglighed, via personlig og social dømmekraft, påvirker den institutionelle dømmekraft. Denne gensidige påvirkning former de konkrete beslutninger om forældre- og ungepålæg og belyser samspillet mellem lovgivning, lokale rammer og professionel praksis.
This thesis examines the cross-pressure experienced by authority social workers between legislative intentions and professional social work practice when using parental and youth orders, which have been part of the Social Services Act since 2006. An evaluation found that these orders are used only to a limited extent, prompting the research question: how do institutional working conditions affect social workers’ ability to apply their professional judgment in the use of such orders? Using a hermeneutic approach, the study conducted two focus group interviews with social workers in Ikast-Brande Municipality (no decisions on orders) and the City of Copenhagen (among the most frequent users). The analysis draws on Høilund and Juul’s theory of institutional judgment—emphasizing personal, institutional, and social judgment—and on social work principles of human rights and social justice. The study concludes that institutional working conditions shape social workers’ opportunities to use their professionalism, while their professionalism, through personal and social judgment, also influences institutional judgment. This mutual shaping affects decisions regarding parental and youth orders and illuminates the interplay between legislation, local organizational conditions, and professional practice.
