Specialet undersøger, hvordan Høje-Taastrup Kommune gennem samarbejde med lokale foreninger søger at styrke indsatsen for socialt udsatte og idrætsuvante borgere inden for kommunens idrætspolitik. Med afsæt i Tocquevilles forståelse af demokrati som noget, der formes gennem sociale relationer, suppleres den teoretiske ramme med begreberne medborgerskab samt de analytiske perspektiver samskabelse og empowerment for at belyse muligheder og udfordringer i samarbejdet mellem kommune og foreninger. Metodisk anvendes et kvalitativt casestudie med hermeneutisk tilgang og triangulering af interviews og dokumenter; formålet er at forstå den konkrete proces i Høje-Taastrup frem for at generalisere til alle kommuner. Analysen peger på, at foreningerne først inddrages i implementeringen og dermed ikke får reel indflydelse på de politiske beslutningsprocesser, hvilket kan medvirke til manglende ejerskab og begrænsede resultater af idrætspolitikken. Samtidig fremstår inklusionen af udsatte og idrætsuvante borgere som vanskelig, fordi målgruppen ofte mangler forudsætninger for at indgå i samskabelse – forstået som en mangel på demokratisk dannelse og erfaring med foreningsliv. Specialet konkluderer, at kommunen i højere grad bør arbejde med at bygge sociale relationer og demokratisk dannelse op i målgruppen, så borgerne på sigt kan deltage aktivt i foreningslivet og dermed i samfundsudviklingen.

This thesis examines how Høje-Taastrup Municipality seeks to strengthen efforts for socially vulnerable and physically inactive citizens within its sports policy through collaboration with local associations. Building on Tocqueville’s view of democracy as shaped through social relations, the theoretical framework is expanded with the concept of citizenship and the analytical lenses of co-production and empowerment to illuminate opportunities and challenges in municipality–association collaboration. Methodologically, the study employs a qualitative case study with a hermeneutic approach and triangulates interviews and documents; the goal is to understand the specific process in Høje-Taastrup rather than generalize to all municipalities. The analysis finds that associations are involved first at the implementation stage and thus have no real influence on political decision-making, which may limit ownership and contribute to modest results of the sports policy. Inclusion of vulnerable and inactive citizens also proves difficult because the target group often lacks the prerequisites for co-production—understood as a lack of democratic formation and experience with association life. The thesis concludes that the municipality should more actively build social relations and democratic formation within the target group so that, over time, citizens can participate in association life and contribute to societal development.
