Resumé
Specialet undersøger, hvordan Aalborg Kommune styrer arbejdet med bæredygtig udvikling i relation til FN’s 17 Verdensmål med udgangspunkt i kommunens Bæredygtighedsstrategi 2016–2020. Med fokus på samarbejdet mellem kommunen og ikke-offentlige aktører som borgere, virksomheder og foreninger analyseres, hvordan mål nås samtidig med samskabelse. Teoretisk anvendes governance-teori og styringsparadigmerne Public Administration, New Public Management og især New Public Governance i en fortolkende tilgang. Metodisk gennemføres et kvalitativt casestudie bestående af dokumentanalyse af forvaltningsstrategier samt interviews med ledere fra By- og Landskabsforvaltningen, Miljø- og Energiforvaltningen, Skoleforvaltningen og Ældre- og Handicapforvaltningen. Analysen peger på et hybridt styringsmix, hvor New Public Governance er mest dominerende, blandt andet gennem borgerinddragelse, kommunens lokale planlægning og elementer forankret i Aalborgs egne initiativer. Derudover fremstår en høj grad af semi-professionelle medarbejdere med betydelig handlefrihed. Specialet bidrager med ny empirisk viden om kommunal styring af bæredygtig udvikling i en dansk kontekst.
This thesis examines how Aalborg Municipality governs sustainable development in relation to the United Nations’ 17 Sustainable Development Goals, using the municipality’s Sustainability Strategy 2016–2020 as the local frame. It focuses on the interplay between the municipality and non-public actors such as citizens, companies and associations, and on how goals are achieved while pursuing co-creation. The theoretical approach applies governance theory and the management paradigms Public Administration, New Public Management and, especially, New Public Governance in an interpretive manner. Methodologically, it is a qualitative case study combining document analysis of administrative strategies with interviews with leaders from the City and Landscape Administration, the Environment and Energy Administration, the School Administration and the Elderly and Disability Administration. The analysis indicates a hybrid mix of governance paradigms, with New Public Governance as the most dominant, reflected in citizen involvement, local planning and elements rooted in Aalborg’s own initiatives. It also observes a high presence of semi-professionals with considerable autonomy. The thesis contributes new empirical insight into municipal governance of sustainable development in a Danish context.
