Projektet undersøger, om klimaforandringer udgør et planlægningsproblem ved at analysere, hvordan danske kommuner håndterer klimaforandringer og deres konsekvenser i kommuneplanstrategier. Efter en kort introduktion til klimaforhold og den politiske kontekst bruges to overordnede tilgange—forebyggelse og afværgelse—som ramme for en survey-evaluering af 79 ud af 98 kommuneplanstrategier, hvor kommunerne grupperes efter deres håndteringsgrad. For at nuancere de brede surveyresultater gennemføres tre casestudier (Mariagerfjord, Høje Tåstrup og Dragør) med tilhørende interviews, som uddyber de identificerede mønstre. Konklusionen er, at kommunernes planstrategier på daværende tidspunkt ikke i tilstrækkelig grad integrerer forebyggende og afværgende tiltag i forhold til klimaforandringer.
This project examines whether climate change is a planning problem by analyzing how Danish municipalities address climate change and its consequences in their municipal planning strategies. After a brief outline of climate dynamics and the policy context, the study frames responses in two approaches—preventive and adaptive—and uses these concepts to guide a survey evaluation of 79 out of 98 municipal plan strategies, grouping municipalities by their degree of climate handling. To deepen the broad survey findings, three case studies (Mariagerfjord, Høje Tåstrup, and Dragør) with interviews are conducted to contextualize the patterns identified. The project concludes that, at the time of analysis, municipal planning strategies do not sufficiently incorporate preventive and adaptive measures to address climate change.
