Danmarks velfærdssystem er under stigende pres fra demografiske ændringer, især i de ældste og yngste aldersgrupper. Et tydeligt tegn er de stigende sundhedsudgifter. Fordi sundhedsbudgetter er politisk vanskelige at reducere, lægger stigningen pres på andre velfærdsområder. Mange nordiske forskere, herunder Bjarne Ibsen, peger på tættere samarbejde mellem frivillige organisationer og offentlige institutioner—ofte kaldet co-production (samskabelse)—som en del af løsningen. I co-production arbejder de to sektorer sammen om fælles mål og kan potentielt reducere omkostninger. Dette speciale undersøger: Hvordan kan non-profit frivillige organisationer via lokal politisk interessevaretagelse forbedre co-production med Aalborg Kommune? Udgangspunktet er, at danske frivillige organisationer har et uudnyttet potentiale i lokal politisk interessevaretagelse, og fokus er derfor relationen mellem disse organisationer og Aalborg Kommune. Specialet bygger på teorier om politisk interessevaretagelse—særligt lobbyisme og public affairs—for at forstå, hvordan organisationer kan opbygge indflydelse og samarbejde. Det trækker også på teorier om forholdet mellem frivillige og offentlige aktører samt organisatorisk teori (herunder organisationsstruktur og rationalitet). Empirisk baseres studiet på kvalitative interviews med fire nøglepersoner: to kommunale frivilligkoordinatorer ansat i Aalborg Kommune, den daglige leder af Headspace Aalborg (der arbejder med unges mentale sundhed) og den daglige leder af Social Sundhed (der ledsager socialt udsatte borgere til sundhedsaftaler). Resultaterne viser, at politisk interessevaretagelse kan styrke relationerne mellem frivillige organisationer og både politiske beslutningstagere og ledende embedsmænd i Aalborg Kommune. For at blive troværdige partnere har organisationerne brug for høj troværdighed og stabilitet, understøttet af stærk organisatorisk kapacitet. Kapacitet kan opbygges ved at ansætte medarbejdere, der sikrer kontinuitet, og ved at udvikle viden og data, der dokumenterer organisationens lokale effekt. Gennem en strategisk tilgang til interessevaretagelse kan organisationerne søge formelle partnerskaber med kommunen. Sådanne partnerskaber kan åbne døre til nøglemedarbejdere og økonomiske tilskud, som igen styrker den organisatoriske kapacitet og de relationer, der er nødvendige for at indgå i vellykket co-production med Aalborg Kommune.
Denmark’s welfare system is under growing pressure from demographic change, especially in the oldest and youngest age groups. One clear sign is the steady rise in health-care spending. Because health budgets are politically difficult to cut, this growth squeezes other welfare services. Many Nordic researchers, including Bjarne Ibsen, suggest closer cooperation between volunteer organisations and public institutions—often called co-production—as part of the solution. In co-production, the two sectors work together to reach shared goals and can potentially reduce costs. This thesis asks: How can non-profit volunteer organisations, through local political interest representation, improve co-production with Aalborg Municipality? The study takes the view that Danish volunteer organisations have untapped potential in local political advocacy and therefore focuses on the relationship between these organisations and Aalborg Municipality. The thesis draws on theories of political interest representation—especially lobbying and public affairs—to understand how organisations can build influence and collaboration. It also uses theories of volunteer–public relations and organisational theory (including organisational structure and rationality). Empirically, the study is based on qualitative interviews with four key actors: two municipal volunteer coordinators employed by Aalborg Municipality, the daily leader of Headspace Aalborg (which supports young people’s mental health), and the daily leader of Social Sundhed (which accompanies socially vulnerable citizens to health appointments). The findings show that political interest representation can strengthen ties between volunteer organisations and both elected officials and senior administrators in Aalborg Municipality. To be credible partners, organisations need trustworthiness and stability, supported by strong organisational capacity. Capacity can be built by hiring staff to ensure continuity and by producing field knowledge and data that document the organisation’s local impact. Through a strategic approach to political interest representation, organisations can seek formal partnerships with the municipality. Such partnerships can open doors to key staff and to financial subsidies, which in turn reinforce organisational capacity and the relationships needed to engage in successful co-production with Aalborg Municipality.
