Resumé
Dette speciale undersøger implementering af politiske tiltag med fokus på samskabelse og lokale forhold i Center for Kompetenceudvikling, Vendsyssel (CKUV), en kommunal institution i Hjørring Kommune. CKUV står over for en samtidig sammenflytning af tre afdelinger og kravet om at udarbejde og implementere handleplaner for kommunens Mad- og måltidspolitik. Med udgangspunkt i debatten om styring på afstand og behovet for lokal oversættelse af politiske beslutninger undersøger specialet, hvordan beslutninger truffet langt fra praksis kan implementeres, så lokale forhold får betydning, og hvordan dette kan ske gennem samskabelse. Teoretisk forankres studiet i aktionsforskning og dialogtraditionen samt i empowerment evaluation og kompetenceevaluering, med blik for læringsdimensioner som single-/double-loop og transformativ læring. Undersøgelsesdesignet er praksisnært og omfatter en række fællesmøder inspireret af dialogkonferencer til at igangsætte og strukturere arbejdet med handleplaner, en spørgeskemaundersøgelse blandt medarbejdere og et fokusgruppeinterview med en arbejdsgruppe, suppleret af analyse af gruppens skriftlige produkt. Specialet diskuterer sammenhænge mellem de valgte metoder og den igangværende organisationsudvikling på CKUV med vægt på deltagelse, motivation og ejerskab. Da uddraget dækker indledning og design, præsenteres konkrete resultater ikke her; i den fulde afhandling fremlægges resultater fra spørgeskema, interview og gruppens arbejde samt deres implikationer for samskabende implementering i en travl offentlig organisation.
This thesis examines the implementation of political initiatives with a focus on co-creation and local conditions in the Center for Competence Development, Vendsyssel (CKUV), a municipal institution in Hjørring Municipality. CKUV is simultaneously consolidating three departments and required to develop and implement action plans for the municipal Food and Meal Policy. Framed by debates on governing at a distance and the need to translate decisions into local practice, the study asks how decisions made far from practice can be implemented so that local conditions matter, and how this can occur through co-creation. Theoretically, the work is grounded in action research and the dialogue tradition, as well as in empowerment evaluation and competence evaluation, with attention to learning dimensions such as single-/double-loop and transformative learning. The practice-based design includes a series of organization-wide meetings inspired by dialogue conferences to initiate and structure action plans, a staff questionnaire survey, and a focus group interview with a working group, supplemented by analysis of the group’s written product. The thesis discusses links between these methods and ongoing organizational development at CKUV, emphasizing participation, motivation, and ownership.
