Specialet undersøger den danske implementering af Natura 2000-direktiverne (Fuglebeskyttelses- og Habitatdirektivet) med udgangspunkt i implementeringsteori. Formålet er at belyse, hvordan politikformulering, policy-design og den efterfølgende implementeringsproces påvirkes af organisatoriske, magtmæssige, institutionelle og kognitive forhold, samt hvordan disse forhold har betydning for målsætningen om gunstig bevaringsstatus. Studiet kortlægger centrale beslutningsarenaer og debatter, herunder udpegning af fugle- og habitatområder, Wilhjelmudvalgets arbejde, kriterier for gunstig bevaringsstatus fra DMU samt den nationale overvågning (NOVANA og DEVANO). Metodisk bygger arbejdet på analysedesign med indsamling af avisartikler og anden viden samt en teoretisk model for implementeringsadfærd hos organisationer, markarbejdere og målgrupper. Ud fra de første sider præsenteres rammer, formål og metode; konkrete resultater og konklusioner fremgår ikke i uddraget, men specialet sigter mod at identificere udfordringer, forklaringsfaktorer og implikationer for korrekt efterlevelse af direktiverne i Danmark.
The thesis investigates the Danish implementation of the Natura 2000 directives (Birds and Habitats Directives) through the lens of implementation theory. It aims to clarify how policy formulation, policy design, and the subsequent implementation process are shaped by organizational, power-related, institutional, and cognitive factors, and how these factors affect the goal of achieving favorable conservation status. The study maps key decision arenas and debates, including the designation of bird and habitat sites, the Wilhjelm Committee’s work, criteria for favorable conservation status set by DMU, and national monitoring programs (NOVANA and DEVANO). Methodologically, it is based on an analysis design drawing on newspaper articles and other knowledge sources, alongside a theoretical model of implementation behavior among organizations, street-level actors, and target groups.
