Abstract
Dette speciale undersøger, hvordan Strategic Environmental Assessments (SEA) – strategiske miljøvurderinger af planer og programmer – bliver gennemført, og hvor effektive de er i en dansk kommunal kontekst. SEA er forankret i lovgivningen med krav til indhold og med et overordnet mål om at fremme bæredygtighed. Undersøgelsen bygger på spørgeskemaer og 11 interviews og anvender teorier om implementering og effektivitetsvurdering. Specialet ser den løbende udarbejdelse af SEA som en vedvarende implementeringsproces. Analysen peger på flere forhold, der præger implementeringen: samarbejde på tværs af aktører, kommunernes kapacitet i form af økonomiske og menneskelige ressourcer, praktikernes engagement, vilje og interesser samt hvordan afgørelser fra Natur- og Miljøklagenævnet fungerer som feedback, der former praksis. Implementeringsresultaterne identificeres og danner grundlag for evalueringen af SEA’s virkninger. Evalueringen af den substantielle effektivitet – med fokus på lovkravene til SEA – viser, at SEA i nogen grad fører til ændringer i planer. Når det lovbestemte mål om at fremme bæredygtighed vurderes, er det tydeligt, at dette mål ikke nås effektivt. Implementeringen har været besværlig, især fordi politikdesignet, herunder vejledninger og tildelte økonomiske midler, har skabt udfordringer for kommunerne. This thesis examines how Strategic Environmental Assessments (SEA) of plans and programs are implemented and how effective they are in a Danish municipal context. SEA is embedded in legislation with specific requirements and an overarching goal of promoting sustainability. The study draws on questionnaire data and 11 interviews and applies theories of policy implementation and effectiveness. It treats the continuous production of SEAs as an ongoing implementation process. The analysis identifies several factors that shape implementation: collaboration among actors; municipal capacity in terms of financial and human resources; the engagement, will, and interests of practitioners; and how decisions by the Nature and Environmental Appeals Committee provide feedback that influences practice. These implementation results form the basis for evaluating SEA’s outcomes. An assessment of substantive effectiveness—focused on the legal requirements for SEA—shows that SEA is somewhat effective in changing plans. However, when considering the legal objective of promoting sustainability, this goal is not achieved effectively. The implementation has been troublesome, particularly because the policy design, including guidelines and allocated financial resources, has posed challenges for municipalities. At the same time, SEA has notable potentials: flexible screening that can influence whether and how plans proceed, a systematized and strategic approach that integrates environmental considerations into planning, and an ability to open the planning process and communicate environmental issues to the public and other stakeholders.
