Planlægningens forståelse og praksis har ændret sig markant i et neoliberalt klima med vækst som primært mål, hvilket skaber et misforhold mellem økonomiske og sociale hensyn. Letbaner fremstår som en ny vækststrategi, hvor kollektiv trafik tilsyneladende har mistet sin tidligere sociale begrundelse. Med Aalborgs letbane som case undersøger specialet, hvordan projektets overordnede rationaler og den måde, de aktiveres gennem understøttende planlægning, kan påvirke social bæredygtighed. Med en teoretisk ramme om neoliberal planlægning og et casestudie med empirisk dataindsamling analyseres de erklærede og reelle rationaler, prisdannelsesmekanismer og boligplanlægning i letbanekorridoren. Analysen peger på, at vækst- og byudviklingsrationalet har en tydelig indflydelse på stigende boligpriser, med afledte risici for social eksklusion, gentrificering, jord- og ejendomsspekulation, ulige mobilitet og værdiomfordeling, som påvirker både korridoren, andre bydele og hele kommunen. Udviklingen vurderes derfor ikke som socialt bæredygtig, medmindre sociale hensyn adresseres aktivt. Specialet konkluderer, at det ikke er letbanen som transportobjekt i sig selv, men de tilknyttede karakteristika og den understøttende planlægning, der driver de sociale effekter. Det anbefales, at Aalborg Kommune sætter dagsordenen i offentligt-private partnerskaber, systematisk undersøger sociale konsekvenser af planinitiativer og løfter sociale aspekter på den politiske dagsorden for at være bedre forberedt ved implementeringen. Social bæredygtighed fremhæves som nødvendig for vedvarende vækst, da stigende ulighed kan hæmme økonomisk udvikling.

Planning practice and its underlying rationale have shifted markedly in a neoliberal climate that prioritizes growth, creating a mismatch between economic and social considerations. Light rail is framed as a contemporary growth strategy in which public transport appears to have lost its former social rationale. Using Aalborg’s light rail as a case, the thesis examines how the project’s overarching rationales—and how they are activated through supporting planning—may affect social sustainability. Guided by a theoretical framework on neoliberal planning and a case study with empirical data collection, it analyzes stated and actual rationales, price formation mechanisms, and housing planning within the light rail corridor. The analysis indicates that the growth and urban development rationale has a clear influence on rising housing prices, with associated risks of social exclusion, gentrification, land and property speculation, unequal mobility, and value redistribution that impact the corridor, other urban areas, and the municipality as a whole. This trajectory is therefore not considered socially sustainable unless social concerns are explicitly addressed. The thesis argues that it is not the light rail as a transport object itself, but the characteristics associated with it and the supporting planning that drive the social effects. It recommends that Aalborg Municipality set the agenda in public–private partnerships, systematically assess the social consequences of planning initiatives, and elevate social aspects on the political agenda to be better prepared for implementation. Social sustainability is emphasized as essential for sustained growth, as increasing inequality can impede economic development.
