Abstract
Rapporten undersøger, hvordan man kan planlægge nye boliger og bosætning i landdistrikter tæt på byerne. Formålet er dobbelt: at udarbejde et forslag til en bosætningsplan for et konkret bynært landområde og at pege på lovgivningsmæssige barrierer samt foreslå ændringer, der kan gøre planen mulig. Først skitseres den historiske udvikling i bosætning på landet og de vigtigste grunde til, at mennesker flytter ud af byen. Der gives også et overblik over de love og regler, der styrer bosætning i landdistrikter. Med udgangspunkt i disse motivationsfaktorer gennemføres en lokaliseringsanalyse i et caseområde i et bynært landdistrikt. Analysen omfatter dokumentstudier og feltarbejde, herunder en rumlig-visuel gennemgang af området (hvordan landskab og fysiske strukturer hænger sammen og opleves). På baggrund af analysen udarbejdes en bosætningsplan med fire koncepter for nye landbosætninger samt principper for, hvordan landsbyer kan udbygges. Planen vurderes i forhold til både caseområdets særlige planlægningsudfordringer og den gældende lovgivning. Rapporten afslutter med forslag til ændringer i lovgivning samt i kommunal og national planpraksis, så planen kan realiseres og den fysiske planlægning af det åbne land kan styrkes.
The report explores how to plan new housing and settlement in rural areas close to cities. It has two aims: to develop a proposal for a settlement plan for a specific peri-urban rural area, and to identify legal barriers and suggest changes that could make the plan feasible. It begins with an overview of the historical development of rural settlement and the main reasons why people choose to move to the countryside. The report also outlines the laws and regulations that govern settlement in rural districts. Based on these motivations, a location analysis is conducted for a case area in a peri-urban rural district. The analysis combines document review and fieldwork, including a spatial-visual assessment of the area (how the landscape and physical structures relate and are experienced). Building on this analysis, a settlement plan is developed with four concepts for new rural settlements and principles for how villages could expand. The plan is then assessed against both the case-specific planning challenges and the current legal framework. The report concludes with proposals to adjust legislation and municipal and national planning practice to enable the plan and strengthen physical planning in the open countryside.
