Dette bachelorprojekt undersøger, hvilke muligheder der er for at praktisere helhedssyn inden for kommunale organisatoriske rammer, og hvilke etiske dilemmaer der opstår herved. Med udgangspunkt i matchning af dobbeltdiagnosticerede borgere til kommunalt finansierede botilbud belyses de særlige udfordringer, der kan følge med helhedsorienteret sagsbehandling i voksen-handicapområdet. Studiet har en hermeneutisk og kvalitativ tilgang og bygger på semistrukturerede interviews med to socialrådgivere, informeret af teorier om helhedssyn, krydspres og street-level bureaucracy. Analysen peger på utilstrækkelige specialiserede ressourcer, økonomiske hensyn og samarbejdet med den regionale sektor som centrale forhold, der begrænser mulighederne for helhedssyn i praksis. Disse vilkår kan føre til, at socialrådgivere anvender afværge- og praksisstrategier, som ifølge Michael Lipsky kan være nødvendige i hverdagen, men samtidig give anledning til etiske dilemmaer. Projektet peger dermed på et behov for udvikling og forbedring af rammerne for socialfagligt arbejde, så helhedssyn kan realiseres mere konsekvent i praksis.
This bachelor project examines the possibilities for practicing a holistic approach within municipal organizational frameworks and the ethical dilemmas that arise in doing so. Focusing on the matching of dual-diagnosed citizens to municipally funded residential facilities, it explores the particular challenges of holistic casework in the adult disability sector. The study adopts a hermeneutic, qualitative design based on semi-structured interviews with two social workers, informed by theories on holistic practice, cross-pressures, and street-level bureaucracy. The analysis indicates that limited specialized resources, budget constraints, and cooperation with the regional sector are key conditions that challenge the implementation of a holistic approach. These conditions may prompt social workers to adopt coping and practice strategies which, as described by Michael Lipsky, can be necessary in daily work yet give rise to ethical dilemmas. The project therefore highlights a need to develop and improve the frameworks of social work to enable more consistent realization of holistic practice.
