Projektet undersøger, hvordan kommunalreformen i 2007, der flyttede ansvaret for fysisk planlægning og arealforvaltning til kommunerne, påvirker mulighederne for helhedsorienteret planlægning i det åbne land. Med udgangspunkt i Danmarks internationale forpligtelser på natur- og vandområdet vurderes, om planlægningen kan integrere sektorinteresser, myndigheder og virkemidler på en måde, der styrker realisering frem for reaktiv regulering. Den retlige ramme beskrives med juridisk metode og litteraturstudier, og mulighederne sættes i perspektiv gennem analyse af en eksempelkommunes kommuneplan samt et interview med kommunale medarbejdere. Undersøgelsen viser, at eksempelkommunen i vid udstrækning udnytter de retlige muligheder for sektorintegration og realiseringsfokus. Den største barriere for helhedsorienteret planlægning vurderes at være de økonomiske og arbejdsmæssige ressourcer i kommunen.
This project examines how the 2007 municipal reform in Denmark, which shifted responsibility for spatial planning and land management to local authorities, affects opportunities for integrated planning in rural areas. Framed by Denmark’s international obligations on nature and water protection, it explores whether planning can better integrate sector interests, authorities, and instruments to support implementation rather than reactive regulation. The legal framework is analyzed using a juridical approach and literature review, and the findings are contextualized through an analysis of a representative municipality’s comprehensive plan and an interview with municipal staff. The study shows that the municipality largely exploits the legal opportunities for sector integration and implementation-focused planning. The most significant barrier to integrated spatial planning is limited financial and staffing resources within the municipality.
