Dette speciale undersøger den risikoorienterede tilgang til forebyggelse af partnervold og partnerdrab i Danmark med udgangspunkt i regeringens handlingsplan fra 2022. Vi analyserer, hvordan problemet repræsenteres politisk, og hvordan politi, kommune og civilsamfundsorganisationer arbejder i praksis med risikovurderinger. Metodisk kombinerer vi Carol Bacchis WPR-politikanalyse af handlingsplanen fra 2022 samt tidligere handlingsplaner fra 2002-2022 med ti semistrukturerede interviews gennemført på tværs af seks politikredse, én kommune og tre NGO’er. Analysen er teoretisk forankret i Feeley & Simons actuarial criminology, Garlands perspektiv på den tredje sektor og Scurichs forståelser af risikovurderinger, og vi gennemgår Jane Monckton Smiths Homicide Timeline som centralt referencepunkt. Vores fund peger på, at handlingsplanens risikofokus i betydelig grad formidles gennem Monckton Smiths tidslinje, som også påvirker flere informanters opfattelse af risiko i sager om partnervold og partnerdrab. Politi og NGO’er arbejder risikoorienteret via risikovurderinger, der er professionelt strukturerede, men fortsat i høj grad afhænger af fagligt skøn. Endvidere identificerer vi et uformelt samarbejde mellem politi, kommuner og NGO’er, hvor der i visse sager sparres og koordineres på tværs af aktører.
This thesis examines the risk-focused approach to preventing intimate partner violence (IPV) and intimate partner homicide (IPH) in Denmark, with a particular focus on the government’s 2022 action plan. We analyze how the problem is represented in policy and how police, municipalities, and non-governmental organizations operationalize risk-oriented practices. Methodologically, we combine Carol Bacchi’s WPR policy analysis of the 2022 action plan and earlier plans from 2002–2022 with ten semi-structured interviews conducted across six police districts, one municipality, and three NGOs. The analysis is informed by Feeley and Simon’s actuarial criminology, Garland’s perspective on the third sector, and Scurich’s work on risk assessments, and includes a review of Jane Monckton Smith’s Homicide Timeline. Our findings indicate that the action plan’s risk focus is largely articulated through Monckton Smith’s timeline, which has influenced several informants’ perceptions of risk in IPV and IPH cases. Police and NGOs employ risk assessments that are professionally structured yet remain heavily reliant on professional judgment. We also identify informal collaboration between police, municipalities, and NGOs, with case-specific coordination and sparring across actors.
