Resumé
Denne afhandling undersøger, hvordan Aalborg Kommune omsætter overordnede bæredygtighedsstrategier til konkrete handlinger i medarbejdernes hverdag. Aalborg er valgt som case, fordi kommunen har profileret sig som et fyrtårn for bæredygtighed og dermed som rollemodel for resten af samfundet. Med et socialkonstruktivistisk udgangspunkt og en sociokulturel forståelse af læring ser vi på, hvordan betydninger skabes gennem sprog og samspil, og hvordan det påvirker læring og praksis. Vi anvender Foucault-inspireret diskursanalyse til at undersøge både de politiske bæredygtighedsdiskurser i kommunens strategi og medarbejdernes forståelser, og hvilke konsekvenser dette har for at omsætte strategi til handling. Bevægelsen fra strategi til praksis rammesættes af Lundgrens begreber om formulering- og realiseringsarena (hvor strategier skrives, og hvor de udføres). Vi arbejder med begrebet praksisnær bæredygtig handlekompetence, forstået som medarbejderes evne til at træffe og begrunde bæredygtige valg i deres daglige opgaver, med afsæt i etablerede teorier om handlekompetence og bæredygtighed. Datagrundlaget omfatter et semistruktureret interview med en projektleder fra Aalborg Kommunes Center for Grøn Omstilling (organisatorisk niveau) samt to fokusgruppeinterview med medarbejdere fra to forskellige forvaltninger (praksisniveau). Et hovedfund er, at de deltagende medarbejdere ikke kender Aalborg Kommunes aktuelle bæredygtighedsstrategi. Denne videnmangel gør det vanskeligt at udvikle en fælles bæredygtig handlekompetence og at arbejde mod samme overordnede formål. Et andet fund er, at sprog og handling er tæt forbundet: Måden, der tales om bæredygtighed på, kan både understøtte og spænde ben for handling. Samlet peger studiet på udfordringerne ved at oversætte strategi til praksis i en kommunal organisation.
This thesis examines how Aalborg Municipality turns high-level sustainability strategies into concrete, everyday actions by employees. Aalborg is used as a case because the municipality has presented itself as a sustainability frontrunner and role model for the wider society. From a social constructivist and socio-cultural perspective on learning, we study how meanings are created through language and interaction, and how this shapes learning and practice. We use Foucault-inspired discourse analysis to examine the political sustainability discourses in Aalborg’s strategy and employees’ understandings, and what this means for translating strategy into action. We frame the move from strategy to practice with Lundgren’s concepts of the formulation arena and the realization arena (where strategies are written and where they are carried out). We work with the idea of practice-oriented sustainable action competence, understood as employees’ capacity to make and justify sustainable choices in their daily tasks, drawing on established theories of action competence and sustainability. Our data include a semi-structured interview with a project manager from Aalborg’s Center for Grøn Omstilling (organizational level) and two focus groups with employees from two different municipal administrations (practice level). A key finding is that the employees who participated do not know the municipality’s current sustainability strategy. This knowledge gap makes it difficult to build shared sustainable action competence and to work toward the same overall purpose. Another finding is that language and action are closely linked: the way sustainability is talked about can both support and hinder action. Overall, the study underscores the challenge of translating strategy into practice in a municipal organization.
