Opgaven undersøger, hvordan reformen af førtidspension og fleksjob fra 2013 og skiftet fra welfare til workfare påvirker sagsbehandlingen for psykisk udviklingshæmmede, særligt når borgere under 40 som udgangspunkt ikke kan få førtidspension. Med udgangspunkt i et kvalitativt, eksplorativt interview med Landsforeningen LEV og udvalgte cases belyses socialrådgiverens forståelse af vurderingerne mellem førtidspension og arbejdsrettede indsatser som ressourceforløb, fleksjob, kontanthjælp/uddannelseshjælp og STU. Opgaven kombinerer en historisk og lovgivningsmæssig kortlægning (bl.a. statsrefusion og rehabiliteringsteamets rolle) med en hermeneutisk analyse, hvor temaer som stigmatisering, social identitet, praksislogikker, den juridiske diskurs og de fællesmetodiske principper (helhedssyn, etik, kommunikation og systematik) udfoldes. Formålet er at undersøge, om det faldende antal tilkendelser af førtidspension til psykisk udviklingshæmmede kan forstås som et socialt problem, og hvilke faglige dilemmaer og retssikkerhedsmæssige konsekvenser dette medfører i praksis. This project examines how Denmark’s 2013 reform of disability pensions and flexible jobs—and the shift from welfare to workfare—affects casework for intellectually disabled citizens, especially given that people under 40 are generally no longer eligible for disability pension. Using a qualitative, exploratory interview with the national association LEV alongside selected case examples, the study explores social workers’ reasoning when balancing disability pension against employment-oriented measures such as resource programs, flexible jobs, cash/education benefits, and STU. A historical and legal overview (including state co-financing and the role of rehabilitation teams) is combined with a hermeneutic analysis addressing themes of stigma, social identity, practice logics, the legal discourse, and the common methodological principles (holistic view, ethics, communication, and systematic casework). The aim is to assess whether the decline in disability pension awards for intellectually disabled citizens constitutes a social problem and to discuss the professional dilemmas and implications for legal protection that arise in practice.
