Denne afhandling undersøger, hvordan Danmarks tre største bykommuner – København, Aarhus og Odense – og nationale aktører i perioden 2002–2013 drøftede og forsøgte at ændre den formelle politisk-administrative organisering. Fokus er på den “formelle struktur” eller kommunale styreform, altså den grundlæggende model for roller, kompetencer og beslutningsgange. Baggrunden er de tre bykommuners særlige størrelse og kompleksitet sammenlignet med landets øvrige 95 kommuner. Før perioden ændrede København og Odense deres styreform i 1998, mens Aarhus ikke gjorde. Trods omfattende dokumentation – især for København og Aarhus – vides der relativt lidt om de senere forsøg efter 2002, og de førte ikke til egentlige formelle ændringer. Gennem en analyse af centrale dokumenter og hvidbøger giver studiet et kronologisk overblik over udviklingen i de tre kommuner og på nationalt niveau. Det undersøger samtidig, hvad der gav medvind eller modvind til ændringsforsøgene. På den baggrund konstrueres en institutionaliseret programteori – en eksplicit beskrivelse af den antagne virkningslogik bag indsatserne på tværs af kommuner og stat: hvilke problemer man ville løse, og hvordan ændringer i styreformen forventedes at virke. Den foreløbige konklusion er, at 00’ernes bestræbelser ikke bør ses som et brud med 1998-tilgangen, men som en forlængelse heraf. I København og Odense kan de især forstås som reaktioner på uønskede bivirkninger af 1998-ændringerne. I Aarhus – hvor der ikke blev ændret styreform i 1998 – lignede udfordringerne dem, som København og Odense stod over for før deres reformer. På tværs af alle tre byer gik en fælles idé igen: at indføre mere parlamentariske styreformer lokalt, hvor byrådet i højere grad kan holde den politiske ledelse ansvarlig, for at styrke ansvarlighed og effektivitet.

This thesis examines how Denmark’s three largest city municipalities—Copenhagen, Aarhus, and Odense—and national policymakers discussed and attempted to change the formal politico-administrative organization between 2002 and 2013. The focus is the “formal structure” or local government form: the basic model that defines roles, powers, and decision-making. The motivation is the cities’ size and complexity relative to the country’s other 95 municipalities. Before this period, Copenhagen and Odense changed their local government form in 1998; Aarhus did not. Despite substantial documentation—especially for Copenhagen and Aarhus—relatively little is known about the post-2002 efforts, and they did not result in formal structural changes. By analyzing key documents and white papers, the study provides a chronological overview of developments in the three municipalities and at the national level. It also explores what helped or hindered the attempts to change the formal structure. On this basis, it constructs an institutionalized program theory—an explicit account of the assumed logic behind these interventions across municipalities and the state: what problems they aimed to solve and how changes in the local government form were expected to work. The tentative conclusion is that the efforts of the 2000s should be seen not as a break from the 1998 agenda but as a continuation of it. In Copenhagen and Odense, they can largely be understood as responses to unintended side effects of the 1998 changes. In Aarhus—where no reform occurred in 1998—the challenges resembled those faced by Copenhagen and Odense before their reforms. Across all three cities, a recurring proposal was to introduce more parliamentary forms of local government, in which the council can more directly hold the political leadership to account, to strengthen accountability and effectiveness.
